Add KMAC and cSHAKE as defined in SP 800-185. Fixed the SHA-3 assembly usage on AMD chips to use the faster BMI version.

Add KMAC and cSHAKE as defined in SP 800-185.
Fixed the SHA-3 assembly usage on AMD chips to use the faster BMI version.
Testing
With KMAC on and new tests in tree.
