Instead of exposing `printConfig` as an input of the Action, run Gobra once with `--printConfig` whenever `configFile` is set, so that the options a run actually uses are visible in the log of every config file mode run. `--printConfig` makes Gobra exit without verifying anything, so it needs its own run, which happens before the verification time is measured.
