Moving to a year based version scheme.

Update dependencies.

Allow it to work without appsettings.json so you can just run the exe if you want to enter all the inputs.

Download Ucsb.WinSmtpTester.exe and appsettings.json from the dist folder or this release. Run and enter settings. You can set defaults in appsettings to help retyping everything. If successful and email will be sent so make sure it is a real one that you can access.
