fimbox.nextgen: given an AOI (shapefile/GeoPackage), it returns theNextGen v2.2 hydrofabric catchments intersecting the AOI, their streamflow
network ids, and the ngen/t-route discharge for those reaches from the public CIROH community NRDS s3 bucket
