acl: add missing/ fix some issues

Describe the problem

• Several pages lack ACL, making them inaccessible to anyone but full admins
• Neighbors: Static Assignments has the wrong API ACL, making it fail to load on anyone but full admins
• Monit needs to find its "services" friends
