Tested this PR locally.
- Updated to the latest haddock-runner (v4.0.0).
- Verified that the new summary_to_csv.py utility works as expected.
- Successfully generated both the scenario-level and job-level CSV files from the generated summary.json.

summary.json(new inhaddock-runnerv4.0.0) to an easily parseable.csv
