有了用户配置，这样powershell的一些主题和一些插件也能在当前项目里使用，这样使用终端会更加舒服。注释了看到是好像故意跳过加载用户配置，不知道出于什么目的。个人体验上还是希望能够加载用户配置，如果不喜欢加载用户配置，可能也可以把这个功能移动到终端设置那边，作为一个可选加载
