With this change, jobs for different platforms can select their own dependency playbook without needing a separate setup-env* file. This allows the elimination of setup-env-restricted.yaml, as it was identical to setup-env.yaml except for the include_tasks line. With this change, jobs for different platforms can select their own 'meson setup' arguments without needing a separate setup-env* file. This makes setup-env-migration-path-for-coreos-toolbox.yaml unnecessary, as it was identical to setup-env.yaml except for the include_tasks and 'meson setup' lines. This will also be used by a subsequent commit to add Fedora CoreOS jobs. Some changes by Debarshi Ray. containers#714
