Adding an Updated Slalom Folder within Tasks following the new Proposed Structure

• Added slalom task folder with updated classical CV scripts from external repo and placeholder yolo sub folder.
• Fixed all lint errors within the slalom folder, testing with ruff.
• Added test folder with test_detector.py that tests detector.py against various different slalom related test cases (missing poles etc.).
• Slalom sequence tracker is a stateful wrapper class and essentially a layer on top of whatever detector.py outputs and not specific to either classical or yolo.
• the gitignore is like a separate git ignore wihin slalom that ignores the testing files that were used.
