brettpac (SMACC2 creator) closed issue #740 with no comment. Close reason 'completed' but zero substance: no reply, no discussion conversion (Discussions off), no transfer. Functionally a silent non-engagement dismissal, not hostile, no AI-flag. Record response none -> declined, bump last_touch, add the close comment, do-not-re-post.
