[Phase 3.2] Integration Testing — Labeling Workflows

Comprehensive testing of labeling-governance.yml consolidation.

Test Scenarios:

1. PR branch-based labeling (feat/, fix/, docs/, refactor/)
2. Dependabot security detection
3. Issue type labeling and priority labels
4. Label cleanup on issue close (status:in-progress, status:needs-triage, status:needs-review)
5. Regression testing for all original behavior
