fix(ci): drop hardcoded version string from RSR-COMPLIANCE-REPORT.md (#87)

Clears Governance 'Security policy checks' [R5b] (pinned version-string in load-bearing docs). Version is deferred to CHANGELOG.md / Cargo.toml per the check's guidance.
