Description of the issue(s)
Section V of the Region Change guide begins with this instruction in a grey box:
If the script found no user tickets, continue to the next section.
If no user tickets are found (for instance, if the region change is being done on a factory reset 3DS) and the user skips the rest of Section V as instructed by that grey-box text, faketik (Section V, step 9) is never run.
Not running faketik leads to this problem with the new CloudPoint homebrew: dwalker109/cloudpoint#101
Running faketik at this point generates two tickets even though no user tickets were found by the script. From memory (may be mistaken) I believe they were for some of the homebrew apps installed by the main CFW guide, Anemone and FBI. Once these two tickets are generated CloudPoint works normally.
It may be possible for homebrew authors to work around the state the system is left in if faketik is never run, but it seems preferable to leave the system in a better state, with tickets for all installed titles.
I recommend changing the Region Change guide to no longer invite completely skipping Section V if no user tickets are found. Replacing:

With:
If the script found no user tickets, skip to Step 8 of this section to run faketik.
