Describe the bug
If you have a small resource deficit, such that you can't afford to pay all of your maintenance costs, but not enough to destroy a ship, you can get away with that for as long as you like with no penalty.
Steps to reproduce
- Accrue a small resource deficit, say, 1000 resources per turn
- Wait a few turns
Expected behavior
At least one ship should be lost due to unpaid maintenance.
Actual behavior
No ships are lost.

Additional context
How did SE4 handle this anyway? Did you lose a ship every turn even for small deficits? Did the deficits accrue over time until they added up to enough to destroy a ship? Was there a chance to lose a ship proportional to the amount of unpaid maintenance?
