in many cases, the benchmark spec. allows for constraints to be placed on parameters or for the parameters to be explicitly defined. in practice (currently) all parameters are explicitly defined. some of the tools currently implemented support a parameter mapping from name to value, but not all. this should be uniform, and use the tags described in #15.
