[www/doc] split ci job for website update and documentation update.

• When documentation contains build errors website update is not possible as both www and doc artifacts are uploaded at the end (see Add NuttX 13.0.0 release #179 problem).
• Split website build and upload from documentation build and upload.
• This way website update would be possible even if documentation builds occur.
