[Console vNext][6] Add the Artifact catalog after provenance contracts land

Goal

Add the vNext Artifact catalog only after the backend supplies canonical Artifact identity, provenance, ownership, and version-operation semantics.

Scope after dependencies are ready

• Scope/Team-aware Artifact catalog with filters and pagination.
• Preview/download/open actions based on backend capabilities.
• Provenance links to source Chat, Run, step, Workflow/Member, and derived artifact.
• Version/derivation presentation without conflating artifact, workflow, and serving revisions.
• Empty, unavailable content, deleted/retained, partial provenance, and unauthorized states.

Acceptance criteria

• No catalog is built by scraping Chat history or aggregating browser-local extraction results.
• Every displayed provenance relationship comes from [Backend][Console vNext] Define the Artifact catalog and provenance contract #3114.
• Diff/restore/fork controls are absent until [Backend][Console vNext] Define version diff, rollback, restore, and fork contracts #3111 defines and implements them.
• Direct links preserve scope and canonical source identities.
• Large files and previews have bounded loading behavior and accessible fallbacks.
• Desktop and mobile catalog/detail workflows are verified.
