Add option to retrieve new data from TOM when sharing Target with TOM

Is it possible to have two-way sharing? E.g. one TOM shares the Target details and some data products with a second TOM, and the second TOM shares additional data products back?

Use case example:

• TOM1 finds an interesting target, for which it has a custom target model and some associated dataproducts
• TOM1 shares this target and data with TOM2, which has a different custom target model
• TOM2 acquires additional observations and would like to share these with TOM1
