User has no visual notice that certain links will take them outside of TACC.

Either suggest or tell user that a link will take them outside of TACC.

Describe alternatives you've considered

• icon after links to external sites
• dialog on click of links to external sites

Additional context
This is a new accessibility feature only for visual users. Screen-reader software already gets a relevant ARIA description for users.
