Steps to reproduce the bug

all contact data was lost whenever the phone was turned off or restarted, and they had to restore their contacts from a backup each time. This is essentially the same behaviour as contacts disappearing after a reboot.

Expected behavior

Contacts should remain available after the device is restarted or rebooted. Restarting the device should not delete or remove any saved contacts.

Actual behavior
