[Bug]: Aeon ACU chrono dampener fixes

Describe the Bug

1. Neither the chrono dampener, nor gun range upgrades text say that range upgrades increase the range of chrono
2. Apparently, chrono now consumes some energy and you can't turn it off (only if you forbid the ACU to attack altogether). Not great when out of energy. I am pretty sure it is a bug, since it consumes whatever little amount of energy you have, not a specific amount. The fix would be to make it stop consuming any energy
